Summary:
Airspace Management is a complex issue that requires timely, valid and clear decisions in order to ensure the smooth conduct of flights, and activities of other airspace users. The definitions of AirSpace Management procedures, as well as protocols for dealing with abnormal conditions, are essential activities for flight safety.
The purpose of this Master Thesis is to provide concise information for the understanding of issues related to the ASM, and specifically in the Greek National Air Space, mainly as far as it concerns the RENEGADE incident management.
In the first chapter, the general definitions of airspace, such as F.I.R. and National AirSpace, the relevance with National Territorial Waters and the distinction between the
concepts Infringement of Air Traffic Rules and Violation of National AirSpace, by citing
corresponding examples. The concept of Flight Over national territory is also mentioned.
Then, brief information on Crisis Management in general, is provided.
In the second chapter, the definitions and the involved organization and personnel, with the airspace management, and their respective duties are analyzed, in order to understand the complexity of the procedures that are evolving within the national airspace. Finally, the procedures for dealing with aircraft that are in a state of abnormal flight are briefly mentioned.
The third chapter analyzes the data of flight HCY522, both before and during it, up to
the point of impact in a hilly area of Grammatiko, Attica. The presented data refer mainly to those listed in the conclusion of Accident Investigation and Flight Safety Committee, as well as to the testimonies of operators of fighter aircrafts and GBAD, who were involved in this case.
Finally, the results of the finding are presented, i.e. the main and latent causes of the
end of the flight in question, and the conclusions from the procedures of the involved
organizations in the management of the crisis are analyzed.
It should be made clear that, as mentioned above, the management of the airspace
requires the harmonious cooperation of the organizations, its on-time and valid information on any abnormal conditions - development and implementation of protocols for dealing with special situations. All of the above take place within a limited time, as in general the situations in the 'air' are rapidly evolving, with continuous cost-benefit assessments and revisions of each action (Cost Effective Analysis), while any improper treatment can lead to major disasters.
