Summary:
Climate change is one of the most burning issues of our times. The international community puts a great deal of effort and pours enormous resources into tackling its consequences. In this fight, the European Union (EU) aspires to be a pioneer and a real normative power in the endeavor to combat climate change, by urging third parties to take action and by providing them with knowledge on the ways to achieve this goal. To this end, this thesis examines the diplomatic action of the EU, both internally and externally, as it is directed towards other international organizations in the field of transportation and with regards to the Union’s climate norm of reducing greenhouse gas (GHG) emissions. The case studies used are those of the International Maritime Organization and the International Civil Aviation Organization. These Organizations are selected because the activities over which they preside (shipping and aviation, respectively) are major polluters and are in need of significant reforms in order to contribute their fair share in mitigating GHG emissions. This thesis enhances and invigorates the academic debate by contextualizing the ways in which the EU acts in the international arena concerning climate change and developing an analytical framework emanating from and based on the Normative Power Europe approach. To do so, it proposes a three-level way of analyzing EU climate diplomacy: internal procedures, external practices and diplomacy evaluation. Through the research, it is proven that all three levels are essential in order for an EU norm to gain traction and be diffused at the international level. The hypotheses of the research are tested through empirical data that consists of 54 in-depth semi-structured interviews with key stakeholders who participate in both the European and international negotiations, as well as through primary and secondary sources. The analysis is divided into two main parts, the internal and the external, and discusses -while concurrently evaluating- the EU’s diplomatic action. The thesis concludes with a broader discussion regarding whether the EU is or is not, in fact, a normative power in the field of climate diplomacy.
