Summary:
Introduction: Today more than ever Greece, as well as Europe in general, on the occasion of the serious health challenges, due to Coronavirus (COVID-19), tries to optimize resources, to develop innovative means, but also to directly address the sustainability of health systems by improving of electronic procurement.
Purpose:The purpose of this paper is in the context of the rationalization of health expenditures to study the procedures followed in the implementation of e-Health Procurement in Greece in conjunction with the development and progress made in Portugal, a country that is considered a pioneer in e-procurement .
Method: This paper is to conduct a systematic literature review using a study to determine the application of e-procurement in healthcare. Greek and international printed and electronic bibliography was used in valid databases and international organizations, such as the World Health Organization (WHO) and the Organization for Economic Cooperation and Development (OECD).
Results: The data emerged from the study demonstrate significant improvements in terms of speed and accuracy of electronic process monitoring. At the same time, it is clear that the majority of Greek public health institutions make reduced use of electronic procurement systems through the National Electronic Public Procurement System, in relation to another country, such as Portugal,which made the most use of the reduced transparency and achieved full implementation of e-procurement,beside the fact that was in the same economic crisis as Greece and followed similar procedures.
Conclusions: There is an urgent need to change the Greek mentality regarding the full transition to electronic public procurement in the health sector, which will help control the expenses and improve the efficiency andeffectiveness of the health system.
