The private health sector in Greece. The role of private diagnostic centers

Greece is characterized by a mixed health system as health services are provided simultaneously by public and private structures through the National Organization for the Provision of Health Services (EOPYY), insurance funds outside EOPYY and private health insurance. Prior to the 1980s, the private health sector dominated the provision of health services in both outpatient and inpatient care.
With the enactment of the law 1397/1983 and the establishment of the National Health System (ESY), the main governmental goal was the development of Primary Care and the separation of the Public and the Private Health Sector. However, in the effort to create and develop the ESY, huge gaps and problems have been created that have contributed to the rapid growth of the private health sector. From the moment of its institutionalization, the ESY faces the same serious problems which are exacerbated by the decline of the Greek economy, which is affected by the global economic crisis.

The aim of this thesis is to examine the Private Health Sector in Greece and specifically the role of Private Diagnostic Centers, their development, their institutional framework, the results of their operation, as well as their rapid development and evolution to date. The final conclusion of the present work is that the Private Health Sector and especially the Private Diagnostic Centers are a necessary and integral part in the provision of health services in our country given the weaknesses of the Greek Health System to meet the increased needs of the population, despite the efforts that have been made so far for the restructuring of the public Health Services. Hence, ESY is unable to operate autonomously leading to an inevitable development of the Private Health Sector and of the Private Diagnostic Centers, which further burdens the citizens financially.
