Summary:
In the framework of the efforts made in recent years to rationalize the Greek public administration and achieve the highest possible levels of efficiency of public services, it has been considered beneficial to make use of some modern administrative tools, including job descriptions. This tool is considered to be the most appropriate for the rational allocation of available human resources and for the best utilization of man-agement executives, since it constitutes the ‘photographic’ mapping of each job posi-tion, recording not only the responsibilities that it entails but also the skills and quali-fications that candidates must possess.
This thesis attempts, therefore, to highlight the value of elaborating job descriptions and to explore how they can contribute to the development of a staffing strategy for public services, mobility, goal setting and evaluation of human resources.
First of all, we will examine the main organization theories that introduced the term and highlighted the importance of job descriptions for the efficient functioning of the organizations, both public and non-public. Subsequently, we will define the term con-ceptually and explain the differences that exist between this term and other related ones.
Special reference is also made to the expert reports that pointed out the inadequate action of the Greek state for over 50 years in the field of recruitment of workers with clearly formulated criteria. Furthermore, we will analyze in depth the legislative regu-lations that were adopted in the last 30 years by the Greek Parliament and the compe-tent Ministries and introduced the tool of job descriptions as well as the methodology for training them in order to fill the job positions in the public sector. The thesis is completed by drawing some useful conclusions that emerged from the collection of data and the utilization of bibliography.
The methodological approach followed is the study of primary sources, including leg-islative texts, accompanying reports of laws and circulars as well as the review of mainly Greek bibliography that refers to the usefulness of the tool of job descriptions.
