Summary:
Despite the great emphasis that is now placed on Lifelong Learning and its components (adult education, etc.), there are few researches (either theoretical or empirical) that focus on its relationship with the development and management of Human Resources. The literature during the last decades, although thoroughly highlighted these two fields, did not manage to relate them sufficiently. Also, few public enterprises pay attention to the real development of their potential, and even fewer have realized how Lifelong Learning is involved in every aspect of the management process, especially in an era of constant change, learning and adaptation. Because of this gap in the literature, this proposal focuses on the key role that Lifelong Learning can and should play in the development of the human resources of the public administration ─specifically a Local Government organization. The choice of the specific organization (Municipality of Athens) was not accidental. First of all, the researcher serves in it for several years as an administrative employee and feels every day as a "lifelong learner", that is, he feels the need for learning and continuous improvement. In addition, it is an organization that has individual Lifelong Learning structures and bodies, as part of its services to society as a whole and to its employees themselves. Therefore, the investigation of the above topic focuses not only on how Lifelong Learning affects the employees of the organization themselves, but also on how it contributes to the development and effectiveness of the entire organization, which aspires to be a "Learning Organization".
