Contribution of the Army in the Management of Natural Hazards: The Experience at International and National Levels.
Summary:
The present thesis discusses the contribution of the Army in managing natural hazards at both national and international levels, through a method of literature review and analysis of the subject. Initially, the study defines and analyzes key concepts such as Civil Protection, the Army and its structure, as well as types of hazards, aiming to understand the serious implications they can have on human life and the broader socio-economic spectrum of the affected state.
Subsequently, the legal and operational connection of the Greek Armed Forces with Civil Protection is described, through the "XENOKRATES" plan and its various planned actions, based on the type of natural hazards. Additionally, examples of specific natural disasters and crises in Greek reality are presented and analyzed, such as the Athens earthquake of 1999, the flood in Mandra in 2017, and the fire in Mati, Attica in 2018, as well as larger-scale natural calamities at the international level, such as Hurricane Katrina in the United States in 2005 and the earthquake in Japan in 2011, along with the ensuing nuclear crisis. Moreover, the institutional frameworks for addressing natural disasters and crises designed and implemented by international organizations and alliances, such as the United Nations (UN), the North Atlantic Treaty Organization (NATO), the European Union (EU), as well as major European states like France and Spain, are also developed.
In summary, the effectiveness of the Armed Forces compared to other Civil Protection state agencies in crisis and natural disaster management is identified. This effectiveness stems from the military personnel's training to act in adverse conditions and the availability of specialized expeditionary vehicles. Finally, the needs arising from the Army's dual role, namely defending the country and assisting in civil protection, are highlighted, and suggestions are made to meet these requirements, aimed at maintaining the high level of readiness of the military personnel for any mission assigned.
