Summary:
The purpose of this thesis is to analyze the Greek search and rescue mission that took place during the earthquake in Turkey on February 6, 2023.
In the initial chapter, extensive reference is made to INSARAG (International Search and
Rescue Advisory Group), the International Search and Rescue Advisory Group operating
under the auspices of the United Nations (UN). INSARAG establishes the framework under which all international urban search and rescue missions should operate for better
coordination. The focus is primarily on organizational and operational issues to help the
reader better understand the research aspect of the thesis. Following this, the historical
background and the operation of the European Civil Protection Mechanism are presented, within which the mentioned mission in Turkey was conducted.
Moving on to the third chapter, it elaborates on the conduct of urban search and rescue
operations. Firstly, attention is drawn to the Personal Protective Equipment (PPE) that
rescuers must have and the risks they may encounter in a collapsing building. Furthermore, the ways in which search operations are conducted to locate trapped individuals are analyzed, along with the methods of placing shoring and supports to prevent further collapse of a building. Finally, methods of penetration and perforation of materials in a collapsed building for approaching and extricating victims are discussed.
The fourth chapter analyzes the research aspect of the thesis by presenting the results of
fifteen interviews conducted with the help of a questionnaire from rescuers who participated in the mission. A general description of the mission is provided from its mobilization to its final disengagement. Additionally, the actions of each team function (Management, Operations, Communications, Logistics, Medical) are developed. The analysis is accompanied by photographic material for a realistic portrayal of the mission conditions.
In the fifth chapter, an assessment of the mission is made, conclusions are drawn, and
suggestions are put forward for the further development of the team and, generally, Greek urban search and rescue teams.
