Summary:
In the present study, the models of autonomous state-funded schools and the issue of
school autonomy in general are approached from a critical perspective. We examine
the case of Charter Schools of USA in order to detect analogies in Greek policies
aimed at strengthening school autonomy with accountability from 2010 onwards.
School autonomy is associated with the implementation of New Public Management
principles in the education sector and the neoliberal vision of schools functioning as
businesses and competing one another to attract students and to ensure their economic
viability. The study of Charter Schools (along with Sweden’s “Free schools” and
England’s “Academies”) showcased key aspects of the operation of autonomous
schools and proved useful in analyzing policies aimed at increasing school autonomy
within the Greek educational context. The research found that the specific neoliberal
policies initiated in conditions of deep economic crisis are strongly consistent with the
views and recommendations of the OECD, the representatives of the industrial and
business capital in Greece and of the free market ideologists. On the other hand the
same policies encounter opposition from the teacher’s federations. The educational
community’s resistance to those policies, therefore, based on our bibliographical
research, is considered as not only justified but also necessary to prevent the
reactionary transformation of public schools and defend their public character.
