Summary:
With this Master’s Thesis, an attempt is made to establish a framework of analysis and evaluation regarding the initiatives of the European Union aiming at the management of health and humanitarian crises during the period 2020-2023. An attempt is made to highlight those elements that make the presence of institutions sufficient or not for the formulation and implementation of policies for the promotion of Health at a global level. The context of connecting the concepts of European Governance with Global Health is set, having as a point of reference the most recent strategy for 2022. In this direction, some case studies are analyzed where the policies of the European Union during the pandemic are briefly deepened, focusing on the response of the institutions regarding the immediate needs that arose in the field but also the effectiveness of the development programs. The need to draw up an integrated European agenda for health issues is analyzed, and its policy axes are analyzed to support the contemporary challenges facing the EU, such as humanitarian crises that may arise from war, natural disasters and the effects of climate change. The transition is being made to the perennial structural weaknesses of the European Union such as the legal and institutional vacuum in matters of holistic representation in the light of achieving coherence in matters of humanitarian and global health interest. The main part of the work is the performance of the E.U. in the field of external crisis management concerning the safeguarding of human rights. Of special importance are the proposals for a new organizational structure inside and outside the EU, such as the creation of a corps of diplomats (Health attachés) with full expertise in global health issues, to be part of a single European strategy that will strengthen national priorities of the states as well as the European Union as a whole.
