Summary:
The present thesis explores the exploitation of big data and open data in order to
formulate public policy and, in particular, a policy for the efficient management of
clean water.
Firstly, the theoretical framework is reviewed, in the direction of understanding key
concepts such as big data, open data and policy-making. Then, a new data-driven
policy cycle is proposed, while the field of clean water management is explored.
From this point on, the discussion on the policy-making process is focused on the
issue of the efficient management of clean water in Greek areas.
The research of the data required for an effective policy making process is based on
the policy-making cycle and on the indicators of the Target 6.4 for the Sustainable
Development. The availability of these datasets from the Greek state is being
investigated.
The goal of the present thesis is to finally propose and create a model which includes
innovative ways of collecting, producing and analyzing big data, and also opening up
public data. Combined to this model, the implementation of Participatory Budgeting
for the water is proposed, in order to strengthen the public participation in the
policy-making process.
Furthermore, it is being investigated whether and to what extend the proposed
model contributes effectively to the policy-making cycle, as well as whether it
succeeds in enhancing public participation.
